La Primera parte, recoge los estudios sobre la justicia sometida al poder pol�tico por obra de la Jurisdicci�n Constitucional, en particular, por la situaci�n de ausencia de independencia y autonom�a de los jueces En la Segunda y Tercera partes se recogen los diversos estudios escritos sobre el tema de los jueces constitucionales como legisladores positivos, tanto desde una perspectiva de derecho comparado como de derecho interno, estudiando las diversas decisiones de la Sala Constitucional que han implicado la usurpaci�n de la funci�n legislativa de la Asamblea Nacional en muy variadas materias. En la Cuarta y Quinta partes se recogen, sucesivamente, todos los estudios el profesor Brewer-Car�as, sobre las actuaciones de la Sala Constitucional del Tribunal Supremo de Justicia en Venezuela, en contra de los derechos y garant�as constitucionales (al sufragio activo y pasivo, a la defensa, y al debido proceso, a la libertad de expresi�n, a la propiedad, a la informaci�n administrativa, a la asociaci�n en partidos pol�ticos, a la autonom�a universitaria, a la asociaci�n profesional y a la participaci�n pol�tica) los cuales han sido ileg�timamente limitados; y en contra del orden y principio democr�tico, imponiendo gobiernos sin legitimidad democr�tica, y revocando ileg�timamente el mandato popular de alcaldes y de diputados a la Asamblea Nacional. La Sexta parte, recoge los diversos estudios del profesor Brewer-Car�as, sobre el tema general de la relaci�n entre la Jurisdicci�n Constitucional y la Jurisdicci�n Internacional en materia de derechos humanos, en los cuales ha analizado las ileg�timas decisiones del Juez Constitucional en Venezuela mediante las cuales ha eliminado el rango supra constitucional de los tratados internacionales sobre derechos humanos, y ha desconocido las sentencias de la Corte Interamericana de Derechos Humanos en diversos casos contra Venezuela ( Corte Primera de lo Contencioso Administrativo, Leopoldo L�pez, Marcel Granier RCTV ); y se ha referido a las presiones pol�ticas ejercidas por Venezuela contra la Corte Interamericana de Derechos Humano, que condujeron en algunos casos a una denegaci�n de justicia y desprecio al derecho. Tambi�n se incluye el estudio sobre el desconocimiento de las sentencias de la Corte Interamericana y para desligar al Estado de su jurisdicci�n, en el caso de la Rep�blica Dominicana. La S�ptima parte, finalmente, trata el tema de la relaci�n entre la Justicia Constitucional y la desobediencia civil, planteado por el sometimiento del juez constitucional al autoritarismo, con la reflexi�n final sobre el Juez Constitucional como guardi�n de la Constituci�n, y el problema del control del guardi�n.
