This book does what it says in the title. It is not a biography of Laurier's life, nor is it a narrative of the life and times of Laurier. Rather, it is a commentary on the circumstances as well as the machinations which facilitated Laurier's rise to power and his retention of it. It sets itself up against O D Skelton's works on Laurier. One does not learn the details of Canada's history in the relevant period but the work is thought provoking, if judgemental about the Colonial Office and Admiralty in particular. The author's views can easily be discerned.
