La proc�dure d�cisionnelle, teint�e d'un fort caract�re intergouvernemental, est marqu�e par le sceau de l'originalit�. La r�partition des pouvoirs entre les institutions y est diff�rente de celle d�crite dans le droit communautaire classique et les outils employ�s y sont singuliers: il n'y a ainsi pas de r�glements et de directives mais des d�cisions et des d�cisions-cadres.
