September 2001, der Flutkatastrophe im Sommer 2002 und der weiteren Verschlechterung der wirtschaftlichen Rahmendaten in der ersten Jahresh�lfte 2003 ist das Interesse um die Zukunftsf�higkeit Deutschlands verst�rkt in das �ffentliche Bewusstsein gelangt. Im Vordergrund stehen dabei vor allem die Nachhaltigkeit der Sozialversicherungszweige sowie die �ffentliche Verschuldung, die - verst�rkt durch wachsende Arbeitslosigkeit - zuk�nftige Generationen mehr und mehr belasten. Eine holistische Sichtweise gesellschaftlicher Zusammenh�nge zeigt, dass den jungen und nachfolgenden Generationen tragf�hige Zukunftschancen zu er�ffnen sind; aber auch den Interessen der �lteren Generationen ist Rechnung zu tragen. Belastungen f�r zuk�nftige Generationen sind beispielsweise bei der Staatsverschuldung - durch die Zinsbelastungen - klar erkennbar. Diese explizite ist von der impliziten Verschuldung abzugrenzen, die im Steuer- und Sozialsystem �versteckt" ist. Der Wirtschaftswissenschaftler BERND RAFFELH�SCHEN errechnet mit Hilfe der Generationenbilanz eine �Nachhaltigkeitsl�cke" in H�he von 6,8 Billionen Euro im deutschen Steuer- und Sozialsystem. Da Staatshaushalte und Sozialkassen mehr Anspr�che verbriefen als die Systeme sicherstellen k�nnen, ergibt sich eine Differenz zu Lasten zuk�nftiger Generationen: die Nachhaltigkeitsl�cke. Mittels des Generational Accounting (zu deutsch: Generationenbilanzierung) kann die Frage beantwortet werden, welche fiskalischen Lasten jungen und heute noch nicht lebenden Generationen �berlassen werden. International vergleichbare Generationenbilanzen liegen bereits f�r die meisten L�nder der Europ�ischen Union sowie u. a. f�r die USA vor. Sie zeigen, dass die Mitgliedstaaten der EU sowie andere Industrienationen vor �hnlichen Problemen stehen wie Deutschland.
