Between 2 August and 29 November it adopted, under Chapter VII of the Charter, twelve resolutions on different aspects of the Kuwait crisis." (Urquhart 1993. 82.) Das Zitat von Urquhart zeigt die Bedeutsamkeit dieses Konflikts. Die Vereinten Nationen (VN) traten in einer neuen Dimension als Konfliktregulierer auf der internationalen B�hne auf. Bis zum Ende des Kalten Krieges war das System der kollektiven Sicherheit gr��tenteils durch den Ost-West-Konflikt gel�hmt geblieben. Im Irakkonflikt kam Kapitel VII der Satzung der Vereinten Nationen (SVN) zum Greifen und wie Urquhart betont, waren diese Ma�nahmen mit ungew�hnlicher Schnelligkeit und Entscheidungsfreude getroffen worden. Doch wie sahen diese Entscheidungen, insbesondere die angewandten Ma�nahmen, im Einzelnen aus? Erzielten diese Ma�nahmen �berhaupt eine Wirkung im Irakkonflikt? Wie effektiv ist das kollektive Sicherungssystem der VN im Irakkonflikt gewesen? Bei der Untersuchung wird lediglich auf den Konflikt zwischen den VN und dem Irak eingegangen. Andere Konflikte, wie zwischen Kuwait und Irak, werden angesprochen, erhalten allerdings keine ausf�hrliche Beschreibung. Des Weiteren kann in dieser Arbeit nicht auf die einzelnen Interessen der Mitgliedsstaaten der VN eingegangen werden und ob diese vorrangig waren f�r die milit�r
