Private und �ffentliche Organisationen setzen Open Source Software vermehrt ein. Der �ffentliche Sektor in Europa verbucht dabei vor Asien und Latein-Amerika die h�chste Penetration weltweit. Lizenzen stellen bez�glich der Weiterverwertung von Open Source Software einen entscheidenden Faktor dar. Alle Open Source Lizenzen gen�gen den Richtlinien der Open Source Initiative, einer Non-profit-Gemeinschaft, die sich als Unterst�tzer, F�rsprecher und Integrator der Open Source Gemeinde sieht, unterscheiden sich jedoch mehr oder weniger stark. Diese Abweichungen innerhalb der Lizenzen behindern den Prozess der Weiterentwicklung von Open Source Software und schaffen rechtliche Unsicherheit. Die Programme lassen sich nicht mehr beliebig kombinieren, sofern das Ergebnis weitergegeben werden soll. Die einzelnen Lizenzen in einem zusammengesetzten Werk treten in Wechselwirkung und erlauben aufgrund ihrer oft sehr restriktiven Bestimmungen keine freie Lizenzwahl. Um das Potential bei der Entwicklung freier Software vollst�ndig auszusch�pfen, ist es f�r die Entwickler von entscheidender Bedeutung, zu wissen, welche Funktionen bereits bestehender Software sie in den von ihnen entwickelten Programmen nutzen k�nnen. Dieses Wissen kann jedoch nur durch Kenntnis der Lizenzbedingungen erlangt werden. Diese Arbeit hat sich bez�glich des eben beschriebenen Problems zum Ziel gesetzt, ein Expertensystem zu beschreiben, dass die komplexen Abh�ngigkeiten verschiedener Lizenzmodelle im Bereich freier Software in einen maschinell verarbeitbaren semantischen Zusammenhang setzt.
