In a study of pass control policies in the Western Cape during the transition from segregation to apartheid, the text demonstrates the continuities between the segregationist and apartheid states in controlling the labour and movement of Black people in South Africa. It also illustrates the internal conflicts and lack of coherence between state departments charged with controlling Black urbanization.
