When the teens are located and rescued, the trauma of the ordeal proves too much for one them and here the blunt and tragic reality of suicide is driven home.Internal politics seems to be forever present along with the corruption within the system. From police, to judges, the never-ending search for power and control over people an a drug empire goes on daily. The seduction of Internal Affairs Sergeant Tony Rizzo by a young woman leads him into a world he has never before visited. He becomes infatuated with Linda and eventually falls in love with her. But, she has also led him on a path to the door of Judge Todd Vernon, who he discovers is holding after hours "court sessions" with young women he's freed. Yet, there's more when he learns of Vernon's connections to a corrupt prosecutors and drug dealers. Tony is soon in over his head while trying to conduct a covert investigation into Vernon and his fellow conspirators. A package delivered to Tony at the police station seeds him running frantically to Linda with explicit photos of them. He gathers the package of evidence he's discovered and drops it off at an attorney's office, hoping the attorney will take it to Larson. Linda works to take his mind off the danger with a sex act, only to find Judge Vernon and several others have witnessed the act. Vernon demands the secret files and when Tony denies knowledge of any files, he and Linda are brutally beaten and murdered. The discovery of their bodies sends shock waves through the department and leads Larson to discover that the hit man is, in all likelihood, a member of his squad. The murder of a U. S. Attorney and his wife shocks family and friends, but Larson and others suspect it was not a random robbery gone wrong. His suspicions are confirmed when ballistics match bullets from the murders of Tony Rizzo and his girlfriend to the bullets in the murders of the U. S. Attorney and his wife. When the squad member goes AWOL while at work, Larson and others quickly put a plan of action on the table and rush to his residence only to find him dead. The scene is set to make it appear a suicide, but packed suitcases and $300,000 in cash clearly say "murder."In the midst of the turmoil of work, Larson and Nicole Santo are planning their wedding for sometime in the early Christmas Season. While wedding plans are taking shape, the search for a missing police mannequin goes on as photos of "Manny" as the mannequin is called begin to appear in the police department and fire stations. At the same time, Officer Steve Kurtz finds the affair between Captain Henry Farges and Lucy Waters is on again when he finds a note Farges left for waters. The following day Waters discovers a sex toy in her flower display. She grabs the magic pink wand and begins screaming and waving it around the Criminal Investigations Division office. A package delivered to Larson contains the Rizzo Files on Judge Vernon and Others. As he begins to read through them he realizes he's holding a bomb of unimaginable proportions. Yet, he knows he cannot, under any circumstance, take them to Internal Affairs or Criminal Investigations. Larson will have to rely on a very few close friends and hope what they are undertaking is not discovered.
