De acuerdo con ese concepto ampliado, y los principios del Sistema Interamericano de Derechos Humanos, el profesor Hern�ndez, en su estudio enmarca la crisis migratoria venezolana ddentro del Derecho Internacional Humanitario mediante la declaratoria prima facie de refugiados. Este enfoque facilita la coordinaci�n de las pol�ticas p�blicas orientadas a garantizar est�ndares m�nimos de tratamiento, procurar el financiamiento internacional y abordar, de manera integral, la compleja transici�n de Venezuela.
