En esta "guerra" se han gastado miles de millones de d�lares en esfuerzos benignos de aplicaci�n de la ley y en poner a millones de drogadictos en las c�rceles de Estados Unidos, descuidando las causas profundas del consumo de drogas ilegales e ignorando las medidas de legalizaci�n. Durante un per�odo de seis a�os, la "Guerra Contra las Drogas en M�xico" ha dejado m�s de 120,000 personas mutiladas, desaparecidas o asesinadas. Cuando el teniente Christopher Garc�a, Jefe de Inteligencia del Servicio de Guardacostas en San Juan, Puerto Rico, inicia un programa de patrullaje agresivo, la tasa de incautaci�n de drogas se dispara, pero no todo el mundo est� contento; Garc�a y su equipo han entrado, sin saberlo, en el territorio exclusivo de un grupo desvergonzado de agentes de aduanas de Estados Unidos y de narcotraficantes que deciden que la Guardia Costera debe ser detenida ... sin importar el m�todo, el costo o las consecuencias. Acerca del autor En 1984, el teniente de nav�o David Hume fue enviado a Colombia tras el asesinato del Fiscal General de ese pa�s. Fue asignado al Comando de la Fuerza Naval del Atl�ntico (Armada Nacional de Colombia) como Oficial de Enlace de la Guardia Costera para Operaciones Especiales. Durante el per�odo 1984-1988, Hume llev� a cabo operaciones antidrogas con la Armada Nacional y el Grupo Antinarc�ticos de la Polic�a Nacional de Colombia. Posteriormente, se desempe�� como Jefe de la Divisi�n de Inteligencia y de Cumplimiento de la Ley en San Juan, Puerto Rico (Secci�n de las Antillas Mayores). Es miembro vitalicio de la fraternidad Sigma Chi y del Instituto Naval de los Estados Unidos.
