We start out knowing that Bosch got the shaft over his DROP, and he decided to sue the department, calling on his half-brother Mickey Halley to spearhead the suit. This book isn't about the suit, but rather Halley calling on Bosch to "cross over" (meaning from the law enforcement to defense side of the equation) because he's convinced his client is innocent. Soon Harry is convinced too. This is a high-watermark for Connelly, putting Harry following a case without all the resources of a cop. He has some help from former partner Lucia "Lucy" Soto, but he's still using sharp-as-ever detective skills to put some pieces together that others missed. His half-brother is nearly as three-dimensional as Harry, often reminding him that the work "across the aisle" is just as important as Harry's former job. Daughter Maddie shows up, but it seems mostly to be mentioned; she isn't integral to the plot. It's as though Connelly is just trying to leave a trail of bread crumbs for Maddie's involvement later on... maybe setting up a female Detective Bosch down the line. It's good reading, and a great test of Harry's survival skills "out of the department.
