Excerpt from A Discourse, Concerning Unlimited Submission and Non-Resistance to the Higher Powers: With Some Reflections on the Resistance Made to King Charles I., And on the Anniversary of His Death The apostle begins thus - Let every soul* be subject unto the higher powers; T for there is no poweri but of' god the powers that be� are ordained of god ver; 1. W'hereas some professed Christians vainly imagine, that they are wholly excused from all manner of duty and subjection to civil authority, refusing to hon or their rulers, and to pay taxes which Opinion is not only unreasonable in itself, but alsor tends to fix a last ing reproach upon the christian name and profession. I now, as an apostle and ambassador of Christ, exhort every one of you, be he who he will, to pay all dutiful submission to those who are -vested with any civil of fice. For there is, properly speaking, no authority but what is derived from God, as it is only by his pere mission and providence that any possess it. Yea, I may add, that all civil magistrates, as such, although they may be heathens, are a pointed and ordained of God. For it is certainly Go 's will, that so useful an institution as that of magistracy, should take place in the world, for the good of civil The apos-i tle proceeds Whosoever, thergfbre, resisteth the power.
