Volunteers The Second Specification charged him with having falsely stated to the Board of Excise that Judge 'andrew J. The Third Specification charged him with having corruptly borrowed money during the time he was a Commissioner in charge of the Street Cleaning Bureau of the City of New York, from contractors under him, owing duty as such to the city.
