As a matter of fact, the average age of entrance into the police service of Berlin is 31,2 whereas in London it is 23. Accordingly, the police force of Berlin is manned by older and correspondingly less active men. It is a noteworthy fact that the young, fresh, keen, vigorous look of the London "Bobby" is almost totally lacking in the Berlin Schutzmann, who, although he may snap his heels together and salute with more precision than his fellow officer in London, has a heavy, inactive appearance. The Berlin authorities do not hesitate to admit that their men are rather too old for the kind of service required. Without in any way disavowing their belief that the army furnishes the best training for policemen--a principle with which they are thoroughly imbued--they are frank to state that nine years is too long for a required term of service, and that the former requirement of six years is preferable. One or two of them even express qualified indignation that in the clash between the interests of the army and the police, the police should be made to suffer.
