Aunque a�n hay una gran incertidumbre sobre la velocidad, magnitud e inclusive sobre la direcci�n de los cambios clim�ticos futuros, hay evidencias de que sus impactos f�sicos y econ�micos ser�n regionalmente diferenciados. Se sabe adem�s que los pa�ses en desarrollo y las poblaciones de menores niveles de ingresos presentan un mayor grado de vulnerabilidad. Por estas razones, es fundamental que los pa�ses de Am�rica Latina desarrollen sus propias estrategias de adaptaci�n y participen activamente en los esfuerzos internacionales para mitigar esta amenaza global. 'Desarrollo con Menos Carbono' intenta responder a una serie de interrogantes sobre las causas y consecuencias del cambio clim�tico en el caso de Am�rica Latina. �Cuales son los impactos probables del cambio clim�tico sobre los pa�ses de Am�rica Latina y el Caribe? �Qu� pa�ses, regiones y estratos socio-econ�micos podr�an ser los m�s afectados? �De que manera pueden los gobiernos de la regi�n incorporar el cambio clim�tico en sus pol�ticas y programas? �Qu� papel puede jugar Am�rica Latina en la mitigaci�n de un fen�meno que es de naturaleza global? �C�mo puede la comunidad internacional mejor ayudar a Am�rica Latina a responder a estos desaf�os? Aunque el estudio no aspira a ofrecer respuestas definitivas para estas interrogantes, se espera que las informaciones y an�lisis contenidos en el mismo permitan enriquecer los debates sobre las pol�ticas p�blicas mas adecuadas en esta �rea cuya importancia para el desarrollo de la regi�n es innegable.
