In particular, it is revealed that people from this range of institutions are intent on developing new and deeper forms of understanding of environment and development issues. This endeavour can be explained as an attempt to develop a "new intelligence" among a variety of audiences. Citizens need to understand the structure of public debate about the environment and development. They need to appreciate that descriptions are frequently part of this debate and deeply embedded in it.
