This would seem to have been broad enough to authorize a public library. The law of 1851 was more explicit, however, and its purpose was clearly stated. It provided that Any city or town of this Commonwealth is hereby authorized to establish and maintain a public library within the same, with or without branches, for the use of the inhabitants thereof, under such regula tions for the government of such library as may, from time to time, be prescribed by the City Coun cil of such city, or the inhabitants of such town.
