If the Federal Government, under its war power, has a right to charge batteries with projectiles that sweep down the and passive rebels alike, destroying a score of deluded, untary enemies, to reach one who is an intelligent and tary foe, can it not charge a battery with an agrarian law will only annihilate without killing the real rebels and c the artificial ones into friends? Hundred pounder Parrott guns alone cannot conquer a peace in the Slave States.
