Excerpt from Constitutional Law: With Reference to the Present Condition of the United States New York and the inhabitants of that district contended for their right to admission into the Union as an independent State but the United States claimed nothing there. The Articles of Confederation contained a provision by which Canada, acceding to the Confederation, and joining in the measures of the United States, was to be admitted into, and entitled to the advantages of the Union; but no other Colony was to be admitted unless the admission was agreed to by nine States. There was no provision looking to the possi ble admission of any territory not a colony Of Great Britain, and there was a provision that no State should, without the consent of the Congress, enter into any conference, agreement, alliance, or treaty with any king, power, or state.
