Jozef Goldblat was a Senior Researcher at the Stockholm International Peace Research Institute and led their Arms Control and Disarmament Program. In 1984 he received the Pomerance Award for his scholarship in the field of disarmament and arms control. David Cox was the Director of Research at the Canadian Institute for International Peace and Security. and was on the faculty of Queen's University in Kingston, Canada. He specialized not only in arms control and disarmament but also in defense and Canadian Foreign Policy. Among the contributors were Donald Kerr, formerly Director of the Los Alamos National Laboratory and Carson Mark, a senior leader at the Lawrence Livermore National Laboratory. Paul Warnke and Ray Kidder was also key contributors.
