The study opens with an analysis of the causes of local economic problems. An examination of the organizational framework also casts light on the formidable difficulties of implementation of regenerative policies; in particular, how to concert the activities of the various institutions which are involved. Four major recent attempts at stimulation are then examined in depth: encouragement of private sector involvement in regeneration; enterprise zones; the Merseyside Task Force; and area initiatives in Scotland.
