He was raised in Hoboken and West Caldwell, New Jersey, and attended Fordham University and Fordham Law School. He was in the army and the FBI, then was a lawyer in private practice and an assistant district attorney before going to Washington, D. C. in 1969 to join the Treasury Department. Thereafter he was attached to the White House for special duties, before joining the Committee to Re-elect the President, as Counsel, where he remained until 1972. After Watergate, in 1973, he was tried and convicted for a number of offenses and sentenced to twenty years in prison. In 1977, President Carter commuted his sentence to eight years, and he was released in September of that year after serving fifty-two and a half months. He is the author of a novel, Out of Control, published in 1979.
