Nicht nur die zunehmende internationale Wirtschaftsverflechtung, sondern die umfassende Denationalisierung gesellschaftlicher Bereiche stellt die Staaten in den n???chsten Jahren vor gewaltige Herausforderungen politischer, sozialer und wirtschaftlicher Art. Die hiervon ebenso betroffenen L???nder Mittel- und Osteuropas (MOE) befinden sich zus???tzlich in einer schwierigen Phase der Systemtransformation. Zurzeit wird die Diskussion von zwei Richtungen dominiert, welche die k???nftige weltpolitische Entwicklung entweder als "Kampf der Kulturen"1 oder als "Globalisierung"2 begreifen. Nach erstgenannter Ansicht zerfallen die beiden Bl???cke in verschiedene Staatengruppen, die miteinander konkurrieren und globale Auseinandersetzungen f???hren werden. Ausschlaggebend f???r die Zusammensetzung der B???ndnisse ist die Zugeh???rigkeit zum jeweiligen Kulturkreis. Die zweite Str???mung prognostiziert die Entstehung einer homogenen Weltgesellschaft als Endstadium. Zun???chst verl???uft die Konfliktlinie jedoch zwischen den gesellschaftlichen Gewinnern und Verlierern des globalisierten Handelns. Beiden Zukunftsprognosen ist gemeinsam, dass nach einer Steuerungsgewalt zur Regulierung der Wirtschafts- und Finanzstr???me gesucht wird, entweder als F???hrer einer Staatengruppe oder zur Verminderung der sozialen Kosten, die durch die Globalisierung entstehen. Die gesellschaftlichen Handlungszusammenh???nge ???berschreiten zunehmend nationale Grenzen, so dass wirksames staatliches Regieren oft nicht mehr m???glich ist.
