Dr. Uttam Gaulee is an assistant professor of higher education in the Department of Advanced Studies, Leadership and Policy at Morgan State University in Maryland. Dr. Uttam Gaulee is an assistant professor of higher education in the Department of Advanced Studies, Leadership and Policy at Morgan State University in Maryland. As a designated faculty of the Community College Leadership Doctoral Program, Dr. Gaulee is an advocate of the idea of community college as a vehicle for social progress and economic development in and beyond the US. He has been documenting the international adaptations of community college sector in his book Global Adaptations of Community College Infrastructure. A recipient of the Fulbright scholarship (2010) and Cross Award (Future Leaders of Higher Education, 2016) from the Association of American Colleges and Universities, Dr. Gaulee specializes in higher education systems, entrepreneurship, and global citizenship. His research interests include the technical education and vocational training (TEVT), development education, and diaspora studies along with interdisciplinary perspectives on education policy, global citizenship, and cross-cultural issues in international development and geopolitics. He is actively involved in promoting and developing technical education and vocational training (TEVT) sector in various countries including Egypt and Pakistan through Community College Leadership Program sponsored by the Department of State. Gaulee also serves as president of the Society of Transnational Academic Researchers (STAR), which aims to advance global social mobility through innovative research and progressive advocacy efforts. Recently, STAR network is contributing to the quality enhancement initiatives in multiple universities in Asia, including the Tribhuvan University in Nepal. Gaulee has devoted the past two decades of his academic and professional life helping to promote issues related to student success, workforce development, and institutional effectiveness. He served as program director of the Community College Futures Assembly, an independent policy think tank for community college leaders including presidents, trustees, and administrators. As the program director of the Futures Assembly and policy analyst for Bellwether College Consortium, he teamed up to collaborate with multiple national commissions and councils to evaluate and promote best practices among community colleges while hosting national policy summits on workforce development, reverse transfer, and talent pipeline management.
