Miley was born in DuQuoin, Illinois. She is the daughter of Arthur and Florence Norris. She is married to Dr. LaVerne Miley, a teacher of Bible and science at the Free Will Baptist Bible College in Nashville, TN. She served with her husband as a medical assistant while working in Doropo, Ivory Coast, West Africa, from 1960 to 1979.
