Lance D. Collins is an attorney in private practice on the island of Maui. He also holds a PhD in Political Science from the University of Hawai'i at M noa. He was the compiler and indexer of the seventeen-volume Proceedings of the Charter Commissions of the County of Maui (1966-2012).
