He is also an award-winning novelist. His critically acclaimed first book, When No One is Watching, is partly a political thriller and partly a morality tale, dealing with ethics, personal responsibility and making a difference. Mr. Hayes is a native of Chicago. He received his undergraduate degree from De Paul University and his law degree from the University of California at Berkeley.
