Cooper is President of the National Urban Alliance for Effective Education at the Council of Great City Schools, Washington, DC, and the University of Georgia, Athens. Dr. Cooper has held positions as teacher, urban district administrator, Director of the Office of Research and Development for The College Board, producer of educational documentaries for PBS, and director of an urban center at Teachers College, Columbia University.
