He is a renowned economist, researcher and statistician. He holds a PhD from Indian Statistical Institute. He held the Reserve Bank of India Chair at Centre for Development Studies during 2001-2012. He is the chairman of the committee on implementation of Karunya Arogya Suraksha Padhathi, Kerala, in alignment with Ayushman Bharat: Prime Minister Jan Arogya Yojana. He has published numerous articles in reputed national and international journals on health, state finance, decentralization, issues of Scheduled Caste/Scheduled Tribe communities, agriculture, irrigation and migrant labour. He has authored and co-edited many books and monographs. He also served as a member of many important committees including the Expert Committee on Goods and Services Tax, committee for revising the rates for the medical procedures under the centrally sponsored Rashtriya Swasthya Bima Yojana, constituted by the Government of Kerala.
