Ms. Heavrin has practiced law for 28 years primarily in the public sector as an attorney for local government in her hometown of Louisville, Kentucky. In addition to negotiating numerous litigation settlements and contracts, she has negotiated a number of major agreements such as a multi-million dollar property exchange that relocated major industries and railroads from the City¿s downtown wharf resulting in the development of both an award winning public park and a successful industrial park in the City¿s enterprise zone; an agreement between the State of Kentucky, Jefferson County, the City and a for-profit hospital for guaranteed indigent health care services for city residents; a tax sharing agreement between the City of Louisville and Jefferson County that enabled the two governments to share revenue of over two hundred million dollars and to combine their economic development programs; a multi-million dollar expansion of Waterfront Park that included a major environmental clean up and the construction of a Minor League Baseball stadium in downtown Louisville. Recently voters approved the merger of the City of Louisville and Jefferson County Governments. Ms. Heavrin is serving as Special Counsel to the first Mayor of the Metro Government. Her duties include negotiating the first labor agreement between the Metro Government and the nearly 1200 police officers serving the community. See less
