Carlos Pascual

Carlos Pascual is a vice president and the director of Foreign Policy Studies at the Brookings Institution. Before joining Brookings, he served as Coordinator for Reconstruction and Stabilization at the U.S. Department of State, where he led and organized U.S. government planning to help stabilize and reconstruct societies in transition from conflict or civil strife. He is also a former U.S. ambassador to Ukraine and a former senior director with the National Security Council.
