Allan Carter, a native of Glens Falls, New York, worked for thirty years as a law librarian at the New York State Library. During his tenure there, he authored many publications, including Public Library Law in New York State and The New York State Constitution: Sources of Legislative Intent . He has authored two books on horse racing: 150 Years of Racing in Saratoga: Little Known Stories and Facts from America's Most Historic Racing City (coauthored with Mike Kane) and From American Eclipse to Silent Screen: An Early History of New York-breds .
