The establishment of such associations is not properly a policy adopted by an employer in spite of the existing law, but rather an adjustment to the present law, a method of escape from it. In no two relief associations are the employers' methods of contributing exactly the same. Thus, the United Coal Company gives a lump sum of from $100 to $500 to start each branch.
