He plays it against an outrageous alarmist speech about covert government activities, aliens from outer space, and UFOs. The speech is purportedly serious so it comes across as satirical and funny instead of dire and foreboding, which is what its intent was. Storey has composed a sarcastic soundscape to surround the twisted tale. The atmospheres weave in and around the speech with hints of mischief and feigned angst.
