Nevertheless, cooperation faces many difficulties due to different legal systems or administrative cultures. Furthermore, cross-border administrative cooperation has to meet challenges set by various national and subnational legal systems. Cooperation between regional administrations is inevitable if cross-border regions want to create a common space for their citizens.
