This primer aims to help close this ambition gap by presenting multiple policy options in a range of municipal carbon mitigation sectors (i.e., buildings, transportation, waste, energy, and cross-cutting strategies) and include in this policy discussion an exploration of relevant legal issues that might inhibit policy adoption.
