The relationship between the two states is unique because it was built on the assumption that political leverage in either nation was unlikely because of inherent hostilities. Attitudes were largely shaped by distorted memories, domestic pressures and cultural conceptions. This book is a synthesis of scholarship which includes not only policy analysis but also domestic developments in both nations.
