This Report is the product of their collective efforts, which were based on a shared perception of the need for a greater understanding of the role of nuclear weapons in U.S. national deterrence policy. The participants considered how the United States could both shape and respond to them. A forward-looking paradigm emerged. The core is that nuclear weapons will continue indefinitely to play an indispensable role to deter aggressors and to allow the United States to construct a more stable security environment. The United States needs a nuclear deterrent posture, defined to include forces-in-being; capabilities for weapon system design and production; and the ability to assure the safety and performance of the nuclear stockpile--a challenge in the absence of under-ground testing.
