Good morning. Todays hearing on the Medicaid program looks back at the recent past history of the program in the 1990's, a period of exploding growth in the program. Today's witnesses will help explain how legislative changes - such as Federal eligibility expansions and changes in State provider taxes - interacted with court decisions - such as Boren lawsuits and the Zebley decision - to create the explosive growth in the Medicaid program.
