During the week before the paper was read, a selected reading assignment was prepared by the one who was to give the paper, printed in the shop, and distributed to the foremen. For example, in the discussion of "Personnel and Employment Problems," printed material was assigned taken largely from the May, 1916, Annals of the American Academy of Political and Social Science. As each foreman had read this before he came to the class he was much better prepared for consideration and discussion of the principles to be presented than would otherwise have been possible. This session was in charge of the employment manager, who illustrated his talk from problems which had arisen in his daily contact with the foremen. After a general discussion, the group of fifty foremen broke into six groups of eight each and went into the committee room for round-table discussions of problems. These problems were put in the form of specific questions; the foremen considered the question from the point of view of what would be the wise, fair, human thing to do in each particular case. Homework In addition to the round-table discussions of the course, the foremen were given problems to take home and solve. The following is an example of the sort of problem proposed. The transfer of an employee from one position to another sometimes brings up questions as to whether certain transfers should be made. Consider the following points: I. Would you transfer a new employee from his first position, on his request, if the department had reported that his work and attitude were not satisfactory? 2.
