This is Cooper's second series (that I know of) set in this world. There are seven Lords of Chaos and seven Lords of Order who are in an unceasing struggle for control of the world's inhabitants. However, this series revolves more around a particularly vile young woman's plans, along with her father, to rule the world and control both the lords of Chaos and Order. I'm sure my description has probably put you to sleep already. But I didn't want to give anything away. So let me just say this: I whole-heartedly enjoy Louise Cooper's books. I read her Indigo series, which I still own and re-read. It's unfortunate that I only see her books very occasionally in book stores-- so if you have the chance to pick them up second-hand, do so! You won't be disappointed.
