The advisability of buying out the Contra Costa Water Company if the pur chase could be made at anything like a fair value was kept in mind all the time. Personally I have at all times been willing, and I think the members of the Council had the same views, that it would be advisable to buy out the Contra Costa Water Company even if we had to pay a full million of dollars more than the property was really worth. What the actual value of that property is will appear further on. But, what ever its value, I am, and always have been, willing to pay a large bonus to rid ourselves of that corporation.
