And they know that both France and Russia earnestly desired peace also their readiness to agree to any proposal that offered a prospect of preserving peace gave evidence of it; their painful un certainty, when war was imminent, as to the course the United Kingdom would take, was in itself enough to disprove the theory of a prearranged attack.
