The work of the United Nations Human Rights Council (UNHRC) is comprehensively stated here in this new practical guide from Edward Elgar Publishing. The author is Eric Tistounet who is Chief of the Human Rights Council Branch in the Office of the United Nations High Commissioner for Human Rights based in Switzerland.
Described by the publishers as "clear and accessible", this practical anatomy of the work of the Council is both informative and a key resource for a broad range of readers. It will appeal to NGOs, diplomats, UN officials and others involved in UNHRC proceedings. We feel it will also be of great use to students studying human rights and academic researchers broadening their understanding of how the UNHRC operates.
Tistounet gives us a meticulous overview of the structure and functions of the Council. It gives an outline of the processes involved, offering us a platform which will allow us to develop our own conclusions and views of how the Council operates. The work of the Council has been the subject of many interpretations "with differing theories proffered and conclusions drawn".
It is a compact book in four hundred pages with an excellent series of appendices at the back and a useful index. Do begin by reading the Foreword by Coly Seck who writes that "Human rights are the very heartbeat of freedom, which in turn is a basic right". He continues, saying that "Every human being born into this world is entitled to these rights, which are distinct from privileges, by the mere virtue of being born."
Unusually, there is also another Foreword from Louise Arbour who exclaims that "Successful institutional reforms are few and far between", concluding that the creation of the Human Rights Council in 2006 "is one of them"! Her view is that Tistounet's book comprehensively accounts for the many and complex working parts of the UNHRC and helps us to "understand whether we are collectively well served, as rights holders, by our international institutions". Without coming down on either side, she concludes that it is a reflection well worth having.
Tistounet has constructed an excellent piece of work which has a purpose- laying down the facts and then raising a set of questions which certainly stimulate critical thinking whilst playing the dual role of providing information whilst allowing the reader a moment for reflection.
As Coly Seck says, it is a work which serves as an "important tool for institution policy makers" including academics who will find the information set out especially useful for their arguments concerning such structures. He concludes that both the style and substance "are commendable" although "it does make a good read for the curious and could serve as an important source of information for the more analytical mind" for which we fully concur.
