If there was anything more accordant than another with its historic temper and tenor, it was that the authority of the n was deter mined when his rule became tyrannous. Jefferson had but perfectly expressed the doctrine of the lovers of freedom in England for many generations When he said in his Summary View of the Rights of America, in 1774, that the monarch is no more than the chief officer of the people, appointed by the laws, and circumscribed with definite powers, to assist in working the great machine of government, erected for their use, and, con sequently, subiect to their superintendence that Kings are the servants, not the, proprietors, of the people, and that a nation claims its rights as derived from' the laws lot nature, not as the gift of their chief magistrate.
