It is a powerhouse of innovation and conservative social and economic policies. In fact, in August of 2016, in an interview on Fox News, former governor Rick Perry commented that Texas was "an experiment" in progrowth policies. He added that in comparison to "50 other laboratories," Texas has created jobs and economic growth.2 Certainly, Texas has much to brag about. Between 2010 and 2020 Texas ranked second in population growth among all states3 and was the only state to gain two congressional seats in the 2020 reapportionment. In 2024, the Lone Star state ranked first in population growth since 2022, adding 473,453 residents.4 Texas has attracted many companies and retirees because it lacks personal income tax and corporate tax. In 2023, Texas was home to 55 Fortune 500 companies.5 If Texas was its own separate country, in 2022, it would have ranked eighth in its gross domestic product (GDP) among all countries.6 CNBC ranked it as the fifth-best state for business.7 Its low taxes and incentive programs have drawn companies and new residents to the state. Toyota, Tesla, Charles Schwab, and, in 2024, Chevron, moved their corporate headquarters to the Lone Star State. Even so, economic growth is only part of the picture. In 2023, a CNBC Business survey ranked Texas as the "worst state" to live in, giving it only 53 points out of 350 and a grade of "F" in life, health, and inclusion. It noted, "The Lone Star State keeps hacking away at inclusiveness, with laws targeting the LGBTQ+ population, voting rights, and the nation's strictest abortion ban."8 In 2023, Texas had the highest rate of any state of the percentage of the population lacking health care insurance at 16.6%9 and the highest percentage of children without health insurance at 11%.10 In 2022, 14% of the Texas population lived below the poverty line"--
