With a view of meeting this necessity, various plans, as before stated, have of late been brought forward and advocated with more or less of earnestness by the several parties in interest; and of these the following are the most important: The Two-grade Specific System A return to the system incorporated into the tariff of 1861, in which but two grades of sugar were recognized, --"raw" attd11 refined"--with specific rates for each, has It is not to ba concealed, that the adoption of an ad valorem system of duties for sugar would not of itself free the determination of tho value of sugars from all existing difficulties, even if the appraisers were in all respects capable and honest. The weighing of every package, and the resort to some test to determine relative saccharine strength, would bo as necessary then as now, in order to verify the quantities and values stated in an invoice; so that under both ad valorem and speciftc systems, a resort to apociuc evidence in the appraisement of sugars would be almost equally a matter of necessity. been proposed; but is generally regarded as impracticable, from the difficulty of determining what constitutes "refined sugar."
