"Quite plainly, I do not think the average voter of Great Britain has grasped the significance of an Army, and I feel that the half knowledge he has may tend to become more dangerous than the pre-war no knowledge, which still holds good as regards the Navy....To-day we are paying the price for what, in effect, is our ignorance of our own Army.
