Wells drew on the experience of the Great War to propose a socialist world state brought about through education and the manipulation of popular opinion. He outlines a new codification of morality and a readjustment of education based on the interests of the state, rather than the individual. Before World War One and even during World War One, Wells was something of an optimist. He was able to believe that folly would ultimately be conquered and that cruelty would be one day trampled under foot. The Peace of Versailles and the consequences of the Peace left him with vastly diminished faith.
