Rental of Oil-bearing Plots on Lands Belonging to Kouban and Terek Coasacks. Persons acquiring plots on these lands have the right to work the same for a period not exceeding twenty-four years. On the expiry of that term the plots revert to the Cossack Community and form part of what are officially called "Declared Oilfields." These are put up for rental by auction, but the previous holders are at liberty to bid for them. The general conditions attaching to renting on lease of claims at Maikop are similar to those obtaining at Baku, only in the latter instance the land is dealt with by the Imperial Government, whilst at Maikop the land is in the hands of the Cossack Community. Save the payment per pood of oil (royalty) there is no Government taxation on the land. The Trade In 1910. The year 1910 was a very poor one for traders in all lines. Unfortunately the state of the oil industry, owing to the low prices of crude oil and its products, has been such that work has been very considerably curtailed and requirements of material have therefore been much less than usual. All through the year 1910 low prices for crude oil and residuum reigned. This is to be accounted for by many factors, the principal of which are: (1) The season opened with very heavy stocks, consequently the large buyers and distributors purchased less. (2) These people have subsequently filled in a considerable quantity of their requirements with fountain oil, received from the Surachany field and the Island of Tchelleken.
